Now, I can't choose between Celty or Izaya, but let's just say they can be my favorite male and female characters! :D
The reason why for Celty is because SHE IS A FUKKEN HEADLESS RIDER WHO IS A FEMALE! Plus, she has some friends that don't think of her as a monster, or a freak.
The reason for Izaya is because, believe it or not, he helps make the suicidal people decide wether or not they are wrong to die. (Look for second reply)
